Rocklin Unified board approves $2 million Carrier rooftop equipment purchase; installation contracts to follow

The Rocklin Unified School District board on its August meeting approved Resolution 24-25-06 to buy rooftop HVAC equipment from Carrier as part of a phased facilities program.
Craig Rouse, the district’s senior director of facilities, maintenance and operations, told trustees staff had identified aging rooftop units across sites and recommended a phase 1 equipment purchase to begin replacing units that are beyond their life expectancy. Rouse said the district plans to use $15 million of identified facilities funds toward the HVAC capital program drawn from a larger $58 million facilities pool (CFD taxes, state reimbursements and developer fees). He said the $2,000,000 being approved that night covers equipment — curbs, economizers and units — and that installation will be contracted separately.
“We’ll be bringing back first of the year a contract for the installation of the units,” Rouse said, adding the purchased units will be stored at Carrier’s yard and installation will be phased across summers and off days to limit classroom disruption.
Rouse identified phase 1 counts at several sites (21 rooftop units at Antelope Creek, 21 at Breen Elementary, 42 at Granite Oaks Middle School, 44 at Spring View and 24 at Twin Oaks in the initial project description) and told the board the program could run three to five years. He also said the district’s longer-term need is about 900 units and the current phases will replace just over about 500.
Trustee Derek Counter moved the equipment-purchase motion and Trustee Julie Hupp seconded. The clerk recorded unanimous roll call approval (Julie Hupp, Michelle Price, Derek Counter, Michelle Sutherland and Tiffany Sadoff voting yes).
Earlier in the meeting the board also approved a superintendent employment agreement addendum and the district’s Proposition 28 2023–24 annual report for arts and music; the consent calendar passed with no items removed. Associate Superintendent Tony Limoges presented the superintendent addendum and trustees expressed public praise for Superintendent Roger Stock before approving the item by roll call.
Next steps: staff will issue a request for proposals for installation contracts, return with recommended contractors for board approval and phase installations over summers and school breaks to minimize instructional disruption.
