The Office of Community Services’ Division of Community Assistance held a webinar explaining how tribal Community Services Block Grant (CSBG) recipients should prepare and submit their fiscal year 2025 CSBG Tribal Annual Report or the Tribal Annual Report Short Form. Kayla Lennon, a data and evaluation specialist, said the forms are submitted through the Online Data Collection system (OLDC) and confirmed both versions are due March 31.
OCS Director Cheryl Zuni framed the session as a support resource for tribal grant administrators, noting that CSBG “plays such a vital role in supporting tribal communities” and urging attendees to reach out for help. Lennon told participants the agency encourages tribes to view the annual report not just as compliance but “as a way to tell the story of your program, what you prioritized, what you who you served, and how CSBG funding supported your community during the reporting year.”
The webinar clarified who files which form: tribes or tribal organizations that receive $50,000 or more in annual CSBG funding must submit the full Tribal Annual Report; those receiving less than $50,000 should submit the Tribal Annual Report Short Form. Lennon emphasized that the full report requires additional fields, including client counts and characteristics, while the short form does not.
Monica Toya, senior training and technical assistance program analyst, walked through the CSBG annual report fillable PDF tool and offered practical tips: download and save the PDF locally, open and edit it in Adobe (the fillable fields are outlined in red in Adobe), and save working copies to avoid data loss. “Be sure to download the fillable PDF tool and save a copy on your computer,” Toya said, advising attendees that the completed report is attached to OLDC rather than entered directly into the read-only form.
Toya also explained Module 2 (tribal CSBG expenditures) and the federal reporting period for FY25: October 1, 2024, through September 30, 2025. She described the eight tribal service domains used in Module 3 (employment; childcare/early childhood/youth/adult education; income and asset building; housing; health and nutrition; civic engagement and community involvement; transportation; and partnerships/linkages and coordination), and reminded full-report filers to complete the All Characteristics Report, which captures individual-level data such as military and work status.
Monique Cantera, a data and evaluation specialist, provided step-by-step OLDC guidance: request OLDC access via GrantSolutions in advance, from the OLDC home page choose Report Form Entry → Form Selection, confirm Program Name = Community Services Block Grant and Report Name = Tribal Annual Report, then click the plus sign to open the report. When attaching the completed PDF, she instructed users to click the paperclip icon under the Performance Narrative cell-level attachments pop-up and to avoid using the View Add Attachments button. After attaching the file, filers must validate the report (the system checks for missing information or errors) and then confirm submission; OLDC will display a receipt and a list of attached reports.
Cantera also encouraged participants to test GrantSolutions/OLDC logins early and to contact their data and evaluation specialist if they have access problems. The presenters posted contact information in chat and provided a central email for technical support: csbgdata@acf.hhs.gov. Presenters closed by offering office hours, targeted training, and individualized technical assistance to reduce submission delays and answered attendee questions.
Next steps: tribal CSBG grant administrators should confirm whether they must file the full report or the short form (threshold: $50,000), prepare expenditure and outcomes documentation for the FY25 federal reporting period (10/01/2024–09/30/2025), download and complete the PDF tool in Adobe, confirm OLDC/GrantSolutions access in advance, attach the completed PDF via OLDC’s cell-level attachment paperclip under Performance Narrative, validate the submission, and submit by March 31.
