Adelanto planning commission continues hearing on proposed Seneca Road business park

Naika, a city staff member who conducted the roll call and presented the project materials, told the commission the application covers Conditional Use Permit 24-05 and Location & Development Plan 24-03 for parcel TPN 20841 (APN 310351108). She said the proposal calls for seven single-story buildings, two converted recreational-vehicle parking areas, and a mix of secured self-storage with ground-floor retail and office space, to be built in three phases and served by Seneca Road with 58 parking spaces. "The staff recommendation for this project is to continue this item until 12/18/2024," Naika said; the project planner, Luis Morales, was not present at the meeting.
Chair Wagner moved to continue the hearing so staff and the project planner can be present and to allow further review of required materials; Terry seconded the motion. The commission approved the continuance by voice vote, 4-0. The record did not include an itemized roll-call vote listing each commissioner’s vote in the transcript.
Why it matters: the project would add storage and commercial space on a nearly 10-acre vacant parcel adjacent to Seneca Road and is subject to an implementing ordinance (cited in the staff report as Ordinance No. 654) and environmental review. Continuing the hearing gives staff time to present fuller materials and allows commissioners to review CEQA-related information before a substantive public hearing resumes.
Next steps: the commission will take up the item again at its Dec. 18 meeting, when staff expects to present the planner's report and any additional CEQA documentation. No final action or approvals were taken on Nov. 20.
