Other consent actions approved by the council included amended minutes for March 25 (approved as amended, 5–0) and a personnel resolution updating the classification for the assistant city manager position and authorizing recruitment (5–0).
The council received an annual engineer's report for the Cloverdale Landscaping & Lighting Assessment District and preliminarily approved resolutions of intent to levy assessments and set public hearing dates for zones 1–7. Two council members recused themselves from the Zone 2 action because they live there; that zone's action passed by a vote recorded as 3–0 with two recusals. A separate action on Zone 3 carried with the mayor recorded as abstaining; the resolution proceeded 4–0.
