The City Council voted unanimously Dec. 16 to approve a consolidated action to reallocate and appropriate $29.9 million within the city's capital improvements program.
Jyoti Panthulu and Michael Palayo of the Department of Finance presented the semiannual CIP update, describing program-level adjustments and a consolidated council action that would move $29.9 million between projects. Palayo noted efforts to monitor and prioritize Transnet funds held at SANDAG and described expected uncommitted fund balances; staff said any surplus allocations would be requested in a future council action after revenues are confirmed.
Councilmember Whitburn moved approval of the staff recommendation; Council President Lacava seconded. The motion passed unanimously, 9-0.
Staff said the midyear CIP reporting will continue and that the Department of Finance will bring a second midyear update in January to include any general-fund-type project adjustments tied to the revenue measure. Members thanked staff for consolidating multiple fund-management actions into one semiannual request and emphasized the importance of cash-management strategies and monitoring transportation and bond-funded programs.
The action consolidates numerous small fund swaps, appropriations and administrative adjustments intended to improve efficiency in project delivery and cash management; staff will continue reporting on project status and bond spend-down activity.
