Village staff presented a package of text amendments to the subdivision regulations and the Unified Development Ordinance (UDO) and the commission voted to adopt the changes at this meeting.
Jeff, a village staff member, opened the subdivision discussion by saying staff recommends two amendments: adding a floodplain/floodway application requirement as part of final site‑plan or final‑plat review under section 6.09, and updating construction detail OSWR1 to match IDOT road‑patch and pavement standards. "Staff periodically recommends changes and updates to the subdivision and development control regulations in order to stay current with best practices," Jeff said.
Rod, another staff presenter, then reviewed a broad set of UDO edits: clarifying public‑hearing notification for annexation agreements; redefining minor subdivisions to be based solely on the three‑lot threshold; changing what counts as a minor versus major site‑plan or PUD amendment by adjusting percent‑change thresholds; allowing the village engineer discretion to treat new permeable products and certain paver systems as semi‑pervious; adding design standards for schools and churches; setting EIFS restrictions below a defined height; and making video gaming a special‑use when it is the primary use.
Rod explained a proposed change to setback variance policy: administrative adjustments would remain at 10% but a 15% reduction would be allowed when the lot backs to qualifying common open space that the village recognizes. He also said the draft restores a cannabis separation rule the village had previously adopted, and proposes clearer definitions for poultry and specialty driving schools.
Commissioners asked for clarifications about paver/permeable surfaces and whether patios should be explicitly addressed; staff agreed to consider adding clearer language about paver patios and maintenance standards. After discussion the commission moved and voted to approve the subdivision amendments and the UDO text changes.
The motions carried by roll call; staff said the changes will be incorporated into the code and applied in future reviews. Several items will require follow‑up clarification from engineering staff on maintenance and performance standards for semi‑pervious materials.
