Commission approves 'Barkville Buddies' special‑use permit for dog‑friendly bar and fenced dog park with conditions

The Oswego Planning & Zoning Commission approved a special‑use permit for Barkville Buddies (Project 1262.25), authorizing an indoor dog area connected to a 2,700‑square‑foot outdoor fenced dog park and a limited bar operation at 174 South Harrison Street, subject to conditions.

Nicole Nicklin, the applicant, told the commission Barkville Buddies “offers a unique blend of social benefits for both their dogs and human companions,” and described an operating model that requires membership, proof of vaccination, and a liability waiver for dog owners. She said the indoor area would be enclosed and separate from other tenant spaces and that the business intends to offer bottled beer and canned wine initially while the liquor license processes.

During public questioning commissioners and staff probed year‑round operations and winter accommodations, separation of the dog area from other retail tenants, membership and day‑pass options, and anticipated noise. Nicklin said the business plans members and tiered short‑term options, day fees for visitors, and measures so dogs can go in and out through controlled ingress/egress points.

Mike Hertimon, who was sworn in during the hearing, described the indoor/outdoor arrangement and supported operational flexibility for visitors passing through town. Staff pointed to a required maintenance plan and specific engineering conditions.

The commission approved the special use with conditions that include final engineering approval, adherence to the maintenance plan supplied with the packet, and a requirement that the property owner begin annexation into the Fox Metro Water Reclamation District within 18 months and complete connection within 24 months.

The applicant thanked the commission after the vote; staff will follow up on engineering and the annexation/connection timeline as conditions of approval.
