At the April 6 meeting, staff asked the council to authorize the mayor to sign a wastewater treatment agreement with the Iowa Department of Natural Resources to allow International Ingredients to reconnect to the Cresco wastewater treatment system. Staff described the vote as the first step: once the state approves the agreement, International Ingredients will install required treatment equipment to meet the plant’s permitted limits; final city approval and rates will come back to council after state sign-off and equipment installation.
Council voted to authorize the mayor to sign the agreement. Staff said the proposed discharge limits are the same as the prior user (Avika) and the sewer superintendent supports the agreement.
