Trustees approve alcohol-permit change for premixed frozen drinks and several routine expenditures

The board adopted Ordinance 2024-10 to establish a second special-event license permitting the sale of alcoholic liquors served only as premixed frozen-style drinks, with no open bottles or shots sold over the counter. The ordinance requires applicants to submit an event plan, ID procedures and security arrangements for police review. "When you read the ordinance, it says only premixed frozen-style drinks," the village president said as trustees moved and approved the ordinance.
Finance staff also presented warrants totaling $127,994.10 for board approval; Director of Finance Eugene Rainey requested the motion and trustees approved the warrants by roll call. The board authorized a $10,150 contract for seal coating of the village hall, police department and park parking lots, a proposal the public-works representative described as thorough and including striping, crack filling and a rubberized crack sealer. "The proposal they gave me is really thorough," the public-works representative said.
Trustees also authorized the Knights of Columbus to conduct their annual fundraising drive at the Sleepy Hollow/Thoroughbred intersection; the request passed by voice vote.
The board provided direction to staff on timing and public notice for the new alcohol permit (to be spread to nearby streets and event organizers) and confirmed contract logistics for the seal-coating work. No other substantive policy actions were taken at the meeting; adjournment followed the final reports.
