Planning Commission recommends approval for Huffman wedding venue at West Island Road

The Lincoln County Planning Commission on March 10 voted to recommend approval of a conditional-use permit allowing a wedding and reception venue at 12401 West Island Road.
County Planner Judy Clark presented File No. CU26-001 and told commissioners the 73.34-acre property is served by a private well and three septic systems, is accessed from county-maintained West Island Road, and is surrounded by land owned by a single property owner (C&DW Farms). Clark said planning staff had no objections to the proposal to use existing farm structures, including barns and a granary, for seasonal events.
Applicant Jeffrey Huffman said the site has been used for family events. "We have six bathrooms in the barn and it seemed to work well for the wedding that was around 300 people," Huffman said, and he added the property provided ample parking for that event. Planner Clark told commissioners the applicants estimate the largest event could be about 400 guests (approximately 100–150 vehicles).
Commissioner Lee Davies asked about restroom capacity; Huffman responded that the three existing septic systems should be adequate for the anticipated seasonal use. After public testimony, the commission closed the hearing. Davies moved and Aaron Edwards seconded adoption of Resolution CU26-001 "A," which recommends approval of the conditional-use permit; roll call showed eight ayes (Roggow, Edwards, Davies, Pederson, Friesen, Eickhoff, Miller, Boden) and no nays. The commission recorded absent members as Merritt, Moorhead and Flaming.
The recommendation to the county board is based on staff findings that the application complies with Lincoln County Zoning Regulations, Subdivision Regulations and the Comprehensive Plan. The resolution requires the applicants to comply with all elements of the submitted application and applicable county regulations before any change of use occurs.
