Committee adds traffic-calming and speed-limit review language to T bill

The House Transportation Committee voted by assent on March 18 to add statutory review language on traffic calming and speed limits to the T bill, after legislative counsel presented a redraft designed to separate statutory review from municipal assistance tasks.

Legislative counsel’s presentation For the record, Damien Leonard of the Office of Legislative Council explained the change would separate the statutory review (procedures for establishing speed limits) from directional assistance for municipalities. Leonard said the updated language would "assist municipalities in meeting local needs, including safety and contact sensitivity" and that he would circulate the draft to the committee.

Why members supported the split Committee members said distinguishing the two tasks made the bill clearer and more usable. One member praised splitting the responsibilities into two approaches, arguing the statutory review and municipal-assistance tracks take different pathways and that the dual approach "captures what we're after," providing clear direction for municipalities seeking local solutions.

Motion and procedural outcome A committee member moved to add the traffic-calming and speed-limit language to the T bill; the chair asked for thumbs-up assent, and the committee signaled approval. The chair instructed legislative counsel to insert the agreed language into the next draft for later markup that morning.
