Clay County board directs staff to negotiate CMAR contract with local firm Yvonne Rivers for substance use disorder facility

The Board heard five‑ to ten‑minute presentations from the top three ranked contracting teams for the county’s Substance Use Disorder (SUD) facility and then scored those firms in public. The three finalists — Alden White Constructors, Scorpio Construction, and Yvonne Rivers (EBR) — highlighted local subcontractor use, renovation and medical facility experience, schedule approaches and value engineering work.
Commissioners completed written rankings and staff tabulated results publicly. Yvonne Rivers received the highest aggregate score; procurement staff told the board they will negotiate terms with Yvonne Rivers and return a contract for Board approval. Chair thanked all three firms and urged continued local competition for county work.
The presentation record includes firms’ project examples and stated capabilities for tenant improvements, medical build‑outs, and security/design control for a hybrid inpatient/outpatient facility. Commissioners asked finalists about privacy, non‑restraint fixtures and experience with similar healthcare or residential‑care renovations; firms pointed to prior local health care and renovation work and relationships with Walker Architects.
Next steps: procurement staff will enter negotiations with Yvonne Rivers, prepare a contract and bring it back to the board for formal award.
