Grants office reports $28.9M in FY25 activity, says department delivered high ROI

Megan Covey, grants manager, briefed the board on FY2025 grant activity and said the department secured roughly $11.7 million in new awards and $17.2 million in reimbursements during the fiscal year, totalling about $28.9 million in grant transactions.
Covey said the department managed 78 grant applications and 121 active grant agreements and noted a pending $4 million hazard mitigation request tied to last year’s hurricanes. She also cited approximately $33.6 million of FDOT projects derived from the county’s TPO priority list, including a $21 million allocation toward the Northeast Florida Greenway Trail. Sponsorships and in‑kind support added roughly $1.5 million in value for parks, animal services and library programs.
Covey told commissioners the grants office spent just under $1 million to manage FY25 activity and calculated an approximate 31:1 return‑on‑investment to the county and taxpayers; commissioners thanked the staff and asked for ongoing coordination on project prioritization and outreach.
The Board approved the CAPER later in the meeting and directed staff to continue community coordination on sidewalk projects and hazard mitigation public comment timelines. No formal vote was necessary on the FY25 informational report itself.
