Pacific County commissioners approve routine hires, contracts, emergency repair and an indemnification ordinance

Consent and personnel approvals The board approved the morning consent agenda and later moved to approve consent agenda items 1 through 8. The board also acknowledged the resignation of senior legal assistant Itzia Rillas (prosecutor's office) and approved posting to hire her replacement, and approved posting and hiring requests in the assessor's and auditor's offices (including a grade-117 appraiser and a payroll and benefits technician).
Contracts and capital items The board authorized a personal services agreement with Matrix Consulting Group for internal service fund rate development, not to exceed $28,000 from the general fund, with signatures authorized subject to legal review. The sheriff's office received approval to upfit three 2025 Ford F-150 patrol trucks (Dave Wireless) not to exceed $75,000, with staff confirming radios had been included in a previously approved item.
Flood Control emergency repairs Commissioners adopted Resolution No. 2025-073 to waive competitive bidding under RCW 39.04.080 and county procurement rules and to authorize emergency repairs on 270th Place and Ridge Avenue, funding the work from Flood Control Zone District No. 1 (Fund 108) up to $25,000. Public works staff said crews uncovered more complex drainage failures once excavation began and that contractor work was required.
Fairgrounds grant application The board approved submitting applications to the Washington State Department of Agriculture for capital improvement grants (one up to $40,000 plus another up to $8,000) for ADA grandstands, concrete work and a sheep/goat wash area at the county fairgrounds.
Ordinance 198 — indemnification During a public hearing staff read the ordinance whereases and cited RCW authority for centralized indemnification oversight. The board moved to adopt Ordinance No. 198 with immediate effect; the motion passed on a voice vote.
Procedure and record Most actions carried on voice votes with recorded "ayes"; no roll-call tallies with member names were taken in the public record for the votes transcribed. The board continued the BKC Athletics lease hearing to Dec. 23 to allow more time for negotiations.
What commissioners said On the sheriff's truck item, Under Sheriff Ray confirmed the first truck is in transit and said he expects upfitting to be complete in March–April. On the Flood Control item, staff explained a sinkhole and failed drainage on a property driveway led to discovery of a larger drainage failure requiring contractor work. Multiple commissioners offered brief remarks supporting hires and grants as routine operational matters.
