Commissioners approve conservation easement purchase for Porter property under Rural Legacy program

Roy Cool told the commissioners the Porter property off Winchester Road is the last parcel in a group of Rural Legacy projects and recommended county participation in the purchase of a conservation easement to protect wildlife habitat and reduce flood risk.
Staff explained the transaction is a conservation easement — the land remains under private ownership but development rights are purchased — and that the Rural Legacy program funds the easement. Cool said about 35 acres had earlier been removed from the parcel for a solar farm, and that boundary adjustments had been completed.
Commissioners moved and approved the easement purchase. No land transfer will occur; the easement preserves current land use while protecting streamside habitat, Cool said.
