Glencoe County Water: Adam updated commissioners on meetings with Glencoe and Frostburg officials about billing and terminology including debt service and transportation costs for delivering water from Piney Dam to transmission lines. He said the parties agreed to discuss a repayment plan and potential cost‑to‑provide arrangements; staff plans to meet again to define a rate proposal.
Animal control and shelter: Staff said there are applicants for two advisory‑board positions (one veterinarian seat and a humane‑society representative). Commissioners authorized staff to begin vetting candidates and set up interviews. On shelter operations, the board discussed a possible transfer of animal control under the sheriff in a future budget year but agreed to wait about a year to evaluate funding and logistics. Commissioners also discussed partnering with a 501(c)(3) group to help with fundraising and grant applications and asked staff to draft an MOU and policy starting points for animal‑care standards.
