Frederick County Council approves appointments, budget adjustments and two amended bills; procurement director confirmation draws a lone dissent

The council confirmed multiple County Executive appointments to boards and commissions. Confirmed appointees announced in the meeting minutes included Cynthia Serpas‑Cathey, Captain Kevin Meyer and Alleria Stanley to the Equity and Inclusion Commission; Jayna Shah to the Human Relations Commission; Marisol Marengo to the Senior Services Advisory Board; a slate of individuals to the Social Services Advisory Board (Kristin Sigler, Keisha Edmonds, Ingrid Nicolau, Billy Seymour, Christopher Kimberly and Dave Drezner); Sara Blickenstaff to the Solid Waste Advisory Committee; and Joan Cartier to the Sustainable Monocacy Commission. On personnel confirmations, the council approved Heather Gramm to serve as Division of Economic Opportunity Director; that confirmation passed 6‑0‑1 (President Young absent). The council also confirmed Jamille Wilson as Director of the Office of Procurement and Contracting; that motion passed 5‑1‑1, with Council Member Mason Carter recorded as opposed and President Young absent.
County staff presented an Installment Purchase Program resolution to enter into installment purchase agreements for two parcels (Jeffrey Waybright 25‑01 and 25‑02). After questions from council members and participation by Frederick Bond Counsel Anna Horvey (virtual), the council approved the resolution by recorded vote 6‑0‑1.
On legislative items, Vice President Kavonté Duckett introduced two bills on first reading—a General Obligation Bond Authorization and amendments to Chapters 1‑6 of the Frederick County Code (the Livability Code). The council also approved two items on the third‑reading calendar: Amended Bill 26‑01 (Amendments to the New Jobs Tax Credit) and Amended Bill 26‑02 (Revised Animal Control Definitions and Licensing). Both third‑reading votes were recorded as 6‑0‑1 (President Young absent).
