During third reading of Bill 26-02, Council Member Jerry Donald introduced Amendment 1 to revise animal control definitions and adjust licensing and vaccination fees. The amendment replaces portions of the code to define "qualified activity" as "a legal, supervised animal activity using humane practices, such as hunting, chasing, obedience or agility training, herding, tracking, or search and rescue," and clarifies that an animal participating in a qualified activity is not considered "running at large" unless it leaves the activity.
Vice President Kavonté Duckett seconded the motion; the amendment was adopted 7-0. The Council recorded that the amended Bill 26-02 will be returned to public hearing on Feb. 24, 2026 at 7:00 p.m.
The action revises local animal control definitions and adjusts related licensing provisions as reflected in Exhibit 1 to the bill. No final ordinance adoption occurred at this meeting; the rehearing will consider the amended text.
