The Alvaro City Council convened a regular meeting on Nov. 13, 2024, approved its agenda and voted to go into closed session to discuss a potential sale of city-owned property adjacent to Highway 395, the city attorney said.
Brenda, the city attorney, told the council there was a single closed-session item “a conference with real property negotiators pursuant to Government Code section 54956.8,” and identified the negotiating party as 395 Air LLC. “I’m the city’s negotiator along with the city manager,” she said, and said the discussion would cover “price and potential terms of payment.”
The meeting opened at about 10 a.m. The clerk conducted roll call and announced Councilor Gennett, Councilor Mesa, Councilor Eftergrove, Mayor Pro Tem Ramos and Mayor Reyes as present. The city manager reported no additions or deletions to the agenda, and a motion to approve the agenda was made, seconded and approved; the audio record shows council members saying “Aye,” and no dissent is recorded in the transcript. The exact tally was not specified in the public record.
The chair opened public comment at about 10:01 a.m.; the clerk reported there were no callers and public comment was closed at about 10:02 a.m. The council then voted to recess into closed session; the meeting recording stopped after the recess.
Government Code section 54956.8 authorizes closed sessions for real property negotiations; the transcript indicates the council planned to discuss price and potential payment terms with 395 Air LLC. Closed sessions are confidential, and the transcript does not record any deliberations or outcomes from that closed session. If the council takes any public action related to the matter, it would be reported in a subsequent public meeting or staff report.
