San Diego accepts $29.9 million in state homelessness grant to fund interim housing and prevention

The San Diego City Council voted Dec. 9 to accept and expend $29.9 million awarded to the city under Round 5 of the State of California Homeless Housing Assistance and Prevention (HHAP) grant program.
Sarah Jarman (HSSD) told the council the city plans to use about $17.4 million for interim housing operations, $4.5 million for prevention and diversion (including family reunification and safe‑parking), $3 million for youth and transitional populations, $3 million for coordinated street outreach and roughly $2 million for administrative needs and HMIS support. The city will receive 50% of the award after a fully executed agreement and must obligate 75% and expend 50% of the initial disbursement by Jan. 31, 2026; all funds must be spent by June 30, 2028.
Speakers during public comment supported prevention investments, shared housing pilots and stronger coordination with regional partners. Councilmembers asked for reporting back on program rollouts: Councilmember Woodburn requested clarity on the coordinated street outreach contracts and which organizations (PATH, Downtown Partnership) would manage elements of the work; staff replied the $3 million funds coordinated outreach across contracted partners.
The council approved the acceptance of the HHAP5 award unanimously.
