Salisbury council reallocates prior bond proceeds for City Hall project, approves budget amendments and charter change

Council additionally approved consent‑agenda resolutions reappointing and appointing members to advisory committees: Resolution 3456 (reappointment of Brianna Curtis to the Youth Development Advisory Committee), Resolution 3457 (reappointment of David Thompson), Resolution 3458 (appointment of Byron Coburn), Resolution 3459 (appointment of Karen Cooper to the Sustainability Advisory Committee), and Resolution 3460 (appointment of Rick Conrad to the Parks and Recreation Committee), each with terms noted as ending February 2029.
Clerk (reading the ordinance text) said the ordinances and resolutions “authorize and empower the city to use and apply a portion of the principal amount” of the cited bond issues “to the project identified as 112 West Church Street — City Hall.” The council recorded no amendments to the language presented for second reading.
The charter amendment labeled Resolution 26‑1, described as an amendment to section SC 7‑25 of the city charter concerning signatures and authorization requirements for disbursements, was closed for public comment (no speakers) and advanced for second reading by voice vote.
The council adjourned the special legislative session and recessed briefly before convening a work session.
