Residents urge council to set growth limits and answer questions on water and sewer funding

Several residents used public comment to press the council on how the city plans for growth and how it spends grant money on water and sewer projects.
Richard Lynch told the council he plans to "dissect" recent grants and invoices to look for improper spending and asked whether the council has ever set a maximum population goal for the city. He said two projects (at Spencer Mountain and another site) could add as many as 1,200'150 residents to a city of roughly 3,700, a change he said would require planning for congestion, public safety and infrastructure. Candy Thunderbird urged stronger code enforcement in specified corridors and asked the council to treat the audit presenter with professionalism.
Council members acknowledged the concerns and indicated staff would provide additional detail on water/sewer finances and planning considerations as part of upcoming budget and planning briefings.
