Sheboygan council approves schematic design and advances Public Safety Complex to next design phase

The Sheboygan Common Council voted to approve schematic designs for a new Public Safety Complex and authorized staff to continue into the design-development phase.
Fire Chief presented the schematic design prepared by Wendell and online architect Laura Eisnoggle, outlining five project elements: Station 3 and an apparatus support bay, a fire training building with a dirty classroom and firing range, training tower, and an expansion for the police department including on-site impound and evidence storage. Chief said geotechnical borings found no major surprises and that the schematic-cost estimate has been reduced from an early $73 million total to about $53 million in the current schematic phase, with contingencies included.
"We are wrapping up the schematic design phase and hopefully seeking permission to go into the next phase," the Fire Chief said during the presentation. Architect Laura Eisnoggle described that design development would add details about mechanicals, interior layouts and equipment needs.
The council moved into closed session under the exemption in Wisconsin Statutes 19.85(1) to discuss strategy for crime prevention tied to the schematic review. After reconvening, Alder Decker moved to adopt Resolution 19042526 authorizing continued work with Wendell; the motion passed on roll-call with nine ayes. Mayor called the action procedural authorization to move forward with more-detailed design work.
City staff said the design estimate remains a schematic-level budget that will be refined in the next phase; the presentation noted a large contingency in early estimates and that more precise hard- and soft-cost numbers will come as the project advances. The chief and architect said the team expects to return to the council with more-detailed drawings and updated cost estimates before any construction authorization.
The council approved the resolution to continue design development. No construction contract was approved at the meeting; the vote authorized staff to proceed with the next phase of design work and evaluation.
