West Jefferson aldermen approve annexation, encroachment agreement and several ordinances; antique fair footprint passes 3-2

The Town of West Jefferson Board of Aldermen on April 7 approved a series of routine land-use and regulatory items, including the annexation of 1516 Mount Jefferson Road and an encroachment agreement for a home built into a street right-of-way.
Alderwoman Beth Shelton moved to approve the annexation of 1516 Mount Jefferson Road; Alderman Stephen Shoemaker seconded and the board voted 5-0 to adopt the annexation following a public hearing that drew no comments. Earlier in the meeting the board approved an encroachment agreement for Harmonious Abodes LLC after Jason Herman explained that a survey of a 2.7‑acre tract on High Drive showed one home encroaching into the street right-of-way; the agreement was approved on a 4-0 vote (Alderman Rusty Barr arrived after that vote).
The board also approved a draft skateboarding ordinance as presented, and passed a capital budget ordinance relating to FEMA funding; both measures passed unanimously. A resolution asking the U.S. Congress and the North Carolina General Assembly to continue financial support for small businesses affected by Hurricane Helene also passed 5-0.
Other routine event and traffic-related motions passed without opposition: a request from Just Wing It to temporarily close four parking spaces on Backstreet on May 15 to display a sponsored NASCAR truck was approved, and the Cruise Ins schedule was changed to the second Sunday of each month at 1 p.m. with reserved parking requested for antique cars.
A contested vote came on the 2025 Antique Fair footprint. Keith Woodie asked the board to keep the fair footprint on Jefferson Avenue. Alderman John Reeves moved to retain the Jefferson Avenue footprint; Alderman Stephen Shoemaker seconded and the motion passed 3-2, with Aldermen Rusty Barr and Calvin Green voting against the measure.
The meeting concluded with a unanimous vote to adjourn. The board scheduled a budget meeting for April 28 at 5:30 p.m.
