The Marshall County Board recessed on April 7 and convened as the Ditch Authority with Roseau County Commissioner Daryl Wicklund and Roseau County Auditor Martie Monsrud participating via Zoom to consider drainage petitions and maintenance requests.
The authority approved suggested edits to a petition to modify the existing impoundment on Judicial Ditch 19, including striking the words "in and" from paragraph 10 and replacing the verbiage of paragraph 19.D with language stating the Drainage Authority will consider expenditures based upon fund availability and the operations and maintenance plan. The motion to approve the edits carried 5-0 (motion: Commissioner Daryl Wicklund; second: Chairperson Rolland Miller).
Following the JD 19 action, the board considered a request from Terry Beich to clean County Ditch 20, Branch 3 in Agder Township (Sections 11 and 15). The board voted to investigate the request and determine what remedial work can be done (motion passed 4-0: moved by Commissioner Gary Kiesow, seconded by Commissioner Sharon Bring).
The board also discussed County Ditch 45 and the feasibility of acquiring funding for repairs or work; that conversation did not include a recorded formal decision in the minutes.
Next steps: the Drainage Authority will execute the petition edits as approved, county staff will investigate the Ditch 20 request and report back, and further funding options for Ditch 45 will be explored.
