Richmond County board sets PPTRA at 42% and approves school appropriation as budget planning continues

The Richmond County Board of Supervisors voted to set the countys PPTRA (personal property tax relief) percentage to 42% for tax year 2025, part of an effort to align county receipts with budgeted amounts. The board also approved the requested May 2026 monthly appropriation to the county school board for $1,886,007.70.
Staff member (speaker 4) briefed the board on the numbers used to frame the decision: the Commonwealth provides an annual PPTRA distribution of $803,009.54 to Richmond County; projected personal-property tax revenue for 2025 was $3,049,001.77 and the budget originally assumed different relief levels. Staff presented scenarios for relief percentages at 50%, 45%, 42%, 40% and 38% with sample taxpayer-bill impacts. At 42% staff showed an illustrative PPTRA distribution of approximately $924,024.
"I kinda like to suggest 42, and then next year we get it back to both 39," one board member said during the discussion; another member urged caution given remaining files still under review in the commissioner of revenues office. Staff noted that final values used in calculations may change as manual account reviews are completed and that the county would update the resolution numbers and fill in exact credits before billing.
On the appropriation front, the board approved the county school board appropriation request for $1,886,007.70 after a motion was made and seconded. Staff also presented a separate May request for $85,000 to the Department of Social Services.
The board voted on the PPTRA resolution and the transcript records at least one vocal opposition; staff will complete the formal resolution paperwork and apply the chosen PPTRA rate when bills are calculated. The change will affect the breakdown of personal-property bills residents receive when tax bills are issued.
Next steps: staff will finalize the PPTRA resolution with the adopted 42% figure, complete remaining account calculations for accurate billing, and publish the projected citizen bill examples used in the board discussion. The county will return to the board if updated numbers materially change budget assumptions.
