City staff presented a joint statement on sidewalk-gap implementation that the Sustainability Commission developed with Transportation Commission staff to explain trade-offs between sidewalk installation and tree canopy preservation and to propose staff commitments including a public fact sheet, internal evaluation workflow updates, and a transportation policy review.
Erin Donnelly (environmental services manager) explained the work group met four times and that the joint statement and fact sheet are intended to improve public understanding of site-specific trade-offs such as curb adjustments, easements and tree mitigation (canopy-loss fees to fund replacement plantings). Several commissioners said the joint statement was not attached to the meeting packet and asked to see the full text before voting.
Commissioner Peter (subcommittee members and others) described the process as largely educational rather than prescriptive; one commissioner proposed postponement so the commission and the public can review the statement. A motion to postpone consideration until the April meeting passed, and staff agreed to distribute the joint statement and the finalized fact sheet to the commission and in the agenda packet before the next meeting.
Next steps: staff will circulate the joint statement and fact sheet to commissioners and post the materials publicly before the next Transportation Commission meeting so the commission can consider formal approval.
