The Ann Arbor Transportation Commission on March 18 recommended that city council approve restoration of Ingalls and Kingsley Streets to two-way operations as part of an associated water-main, stormwater and resurfacing project.
Staff (Cynthia Redinger) read the resolution, which describes upsizing an aging 6-inch water main to 12 inches, selected stormwater improvements, curb replacements and intersection curb bump-outs, ADA ramp work, and restoration of two-way operations on Ingalls (Kingsley to Catherine) and Kingsley (State to Ingalls). The resolution cites Chapter 1.26, Article 1, Section 10 (approval of council required before changes to one-way streets) and frames two-way restoration as a speed-management measure that can reduce vehicle speeds and crash severity.
Some commissioners objected to voting without the packet materials attached; others noted the project had been presented the prior month and that construction contract timing (including a separate contract scheduled to go to council on April 20) would not be delayed by the commission’s recommendation. Staff said two-way restoration is consistent with prior templates used for similar conversions and that the language was adapted from earlier resolutions.
After limited debate and a friendly amendment to clarify the resolution’s alignment with the city’s transportation plan, the commission moved, seconded and voted to recommend the resolution to city council.
Next steps: staff will transmit the commission’s recommendation and the resolution will be considered by city council; the two-way conversion is expected to be implemented toward the end of the water-main project schedule.
