Summary
On March 17, 2026 the Wabasha County Board of Commissioners approved a settlement setting the county sheriff’s 2026 salary at $150,000, granted several liquor and tobacco licenses, authorized a $38,000 needs-assessment contract, delegated septic-program contracting authority, approved an RFP for land-record digitization, and appointed Commissioner Mike Wobbe to SEMMCHRA.
The Wabasha County Board of Commissioners met in regular session on March 17, 2026 at the Wabasha County Courthouse. Board Chairperson Wobbe called the meeting to order and the board unanimously approved the agenda and consent items.
The board adopted Resolution 2026-061, approving a settlement that sets the 2026 salary for the elected Wabasha County Sheriff at $150,000 and rescinds Resolution 2025-236. The minutes state the sheriff had appealed the earlier salary determination to the Wabasha County District Court and that settlement conversations resulted in the $150,000 figure.
The board also approved several licensing and regulatory items. Resolution 2026-062 authorizes a new County On Sale, Sunday and Brew Pub liquor license for RPS Brewing LLC (Reads Landing Brewing Company, Pepin Township), with the license effective April 1, 2026, through July 31, 2026, subject to approval by the State of Minnesota Liquor Control Commissioner. Resolution 2026-063 approves a seasonal On Sale and Sunday liquor license for Spring Creek Legacy LLC (dba Spring Creek MX Park) in West Albany Township. Resolution 2026-064 renews a tobacco license for Dollar General Corporation at its Mazeppa location for April 1, 2026, through March 31, 2027, pursuant to Wabasha County Ordinance No. 82.
On contracting and program matters, Resolution 2026-065 approves a CSMPC contract in the amount of $38,000 to Sand Prink Consulting, LLC to complete a county needs assessment using grant funds; the minutes note that funds will not be disbursed until required paperwork is received and approved by county finance. The minutes contain an inconsistent vendor name elsewhere (“Sand Creek Consulting, LLC”); the contract award text identifies Sand Prink Consulting, LLC.
Resolution 2026-066 delegates contract signature authority for the Septic Systems Upgrade Cost Share program to the Wabasha County Planning & Zoning Administrator. The resolution explains planning and zoning staff obtained grant funds to assist low-income septic system owners and developed an application, scoring system, income-eligibility determination and contract in coordination with the Soil & Water Conservation District and under oversight from the Board of Water and Soil Resources.
Resolution 2026-067 authorizes proceeding with a Request for Proposals (RFP) to digitize and index historical land records, with an anticipated contract term from July 1, 2026, through June 30, 2029, and staged completion targets (one-third complete by Dec. 31, 2026; two-thirds by Dec. 31, 2027; 100% by Dec. 31, 2028) funded from the Recorder's Technology and Compliance funds.
Finally, Resolution 2026-068 appoints Commissioner Mike Wobbe to serve a five-year term on the Southeastern Minnesota Multi-County Housing and Redevelopment Authority (SEMMCHRA) Board beginning April 1, 2026. Commissioners then recessed to a County Board workshop for a space-needs review.
All recorded motions and resolutions in the minutes are shown as adopted unanimously.
