The Laramie County Planning Commission voted unanimously to recommend approval of the Star Garden Subdivision permit and plat, which would divide a 22-acre parcel at the northwest corner of Happy Jack and McDonald Road into three residential tracts.
County staff summarized that the property lies in a rural/urban interface area and that the proposed tracts average about 7.8 acres each, exceeding the local minimum for the zone. Staff said that individual wells and septic systems would provide utilities, traffic and drainage impacts are expected to be minimal (the project engineer approved waivers), and agency comments had been addressed. "Based on evidence provided for the subdivision permit and plat, staff recommends the Planning Commission find that this application meets the criteria for a subdivision permit and plat pursuant to the Laramie County Land Use Regulation," staff said.
Applicant agent Shane Hansen (Stiles Surveying Services) described the proposal as straightforward, noting access would be from McDonald Road or Cole Road and that lot sizes exceed the minimum required acreage.
No members of the public made comments in person or online during the public hearing. A commissioner moved to recommend approval and adopt staff findings A and B; the motion was seconded and passed by unanimous roll-call vote (Commissioners Stottle, Gasper, Watkins and Chairman Coy recorded 'Yes'). The recommendation will be forwarded to the Laramie County Board of County Commissioners for final action.
The staff report cited applicable Wyoming statutes and county land-use regulations for subdivision review and said public notice was completed with no written comments received.
