County staff presented a pared-down employee handbook that removes obsolete references to compensatory time and fixes wording that still referenced monthly pay rather than the county’s biweekly pay schedule. Staff said the updated handbook will reference separate policies for items that change frequently so the handbook remains general while policies can be updated division-by-division.
"There were still some references in there to compensatory time," staff said, noting the document had several remaining references to comp time and pay-frequency that were corrected. Staff said the handbook will be the consistent, general document and standalone policies will cover specifics such as timekeeping, on-call pay and FMLA to avoid wholesale handbook rewrites when a policy changes.
Legal review has occurred and staff indicated Steven reviewed the revised language; a more complete handbook rewrite is still in progress and staff will return with the finished draft and the separated policy documents for Board consideration.
What happens next: staff will continue the handbook rewrite, produce separate policy drafts for areas that require distinct language and return to the Board for approval.
