Planning Commission backs zone change for Wits End Adventure Park despite past brownfield concerns

The Laramie County Planning Commission unanimously recommended that two parcels at 2607 and 2611 Whitney Road be rezoned from Agricultural Residential to Community Business to allow the proposed Wits End Adventure Park.
Kate Bridal, associate planner, told commissioners the two‑parcel site totals 13.63863 acres, includes a two‑story residence and was previously used as an auto salvage yard from 1972 through 2009. The property had been included in an EPA targeted brownfield assessment; the report "recommended additional soil sampling and their subsequent removal and capping of impacted soils at the site," Bridal said.
The application from David Sutherland would allow recreational entertainment uses, including an outdoor paintball field and axe throwing. When asked to speak, the applicant said cleanup work is already under way: "We're underway with the cleanup. We got the west half of it pretty well cleaned up...and hopefully we'll be open sometime by the August," he said.
Staff told the commission the Laramie County Land Use Regulations identify entertainment and recreation facilities as a use by right in the Community Business zone and recommended approving the map amendment and forwarding the recommendation to the Board of County Commissioners with no conditions. No members of the public offered testimony during the public hearing.
The commission moved to adopt staff findings and recommended approval; the motion passed on roll call and the recommendation will be considered by the Board of County Commissioners.
