Commissioners approve routine consent items including $3.71M in warrants, a $50,000 playground grant, radio purchase and fire inspection MOU

Parks grant: Sandra Bay, Laramie County grants coordinator, asked the board to authorize submission of a grant application to the Cheyenne Community Public Recreation District for $50,000 to fund a playground and concrete picnic tables at Orchard Valley Recreation Area. Bay said matching funds of $5,000 will come from the Laramie County Recreation Planning and Advisory Board; the board approved the resolution.
Equipment purchase: Bay also presented an agreement with Bearcom (Bear Communications, Bearcom Inc.) not to exceed $39,807.24 to purchase six Motorola APX 8000 portable radios, accessories and programming for the sheriff's office. Bay said the purchase is funded by a Wyoming Office of Homeland Security grant and noted an $88.94 overage that the sheriff's office will absorb. The board approved the agreement after a formal bid process in which Bearcom was the only respondent.
Fire inspections MOU: Justin Arnold explained a memorandum of understanding with the Laramie County Fire Authority and Fire District 1 to allow trained fire authority or district personnel to perform fire inspections under county direction; staff said the county enforces the International Fire Code. Commissioners approved the MOU.
Seasonal permit: Matt Butler, Laramie County fire warden, presented a seasonal fireworks permit for Jolly Jacks LLC d/b/a Pyro City at 3115 West College Drive; Butler said inspections and signatures were complete and that the applicant had been made aware of the year's permit conditions. No public comments were received and the permit was approved with standard conditions.
