Commissioners approve zone change for proposed Wood's End Adventure Park

The Laramie County Board of Commissioners approved a zone change July 15 for two parcels at 2607 and 2611 Whitney Road to allow the proposed Wood's End Adventure Park, a recreational entertainment venue that initially will include an outdoor paintball field and axe throwing.
Justin Arnold of Laramie County Planning and Development said the application meets LCLUR criteria and that the Laramie County Planning Commission voted 3–0 to recommend approval. The property totals 13.63 acres and includes a two-story residence; staff noted parts of the site had been assessed as an EPA brownfield and that soil-remediation work is under way.
Applicant David Sutherland described phased development and said he anticipates opening in August 2025. He told commissioners the project may accommodate a greenway connection and discussed potential berming and wetland relocation to mitigate water flow; he said he was "open to that" work with the city. "We're open to that," Sutherland said of working on mitigation and connectivity.
Ryan Cox of the State Engineer's Office advised the applicant to coordinate on water-rights and well-permit work: the existing well is permitted as a miscellaneous 25 gallons per minute and one acre-foot per year but could require changes depending on demand.
Commissioners discussed road impacts and the option to require site-plan review before development. The board moved to approve the zone change; roll-call votes were recorded as ayes and the motion carried.
