Laramie County commissioners approve consent items, website contract, sewer change order and two subdivision plats

The Laramie County Board of Commissioners on Nov. 18 approved several routine and land-use items, including meeting-consolidation resolutions, a website contract addendum, a sewer-project change order, and two modest-plat approvals.

Consent and schedule changes: The board approved the minutes from Nov. 4 and accepted Items 2–6 on the consent agenda. The clerk explained Items 8 and 9 consolidate the two regular board meetings in August 2026 and November 2026 into a single meeting so the Clerk's Office can administer the primary and general elections; both consolidation resolutions passed on unanimous roll call.

Events Center website agreement: Bridget Parrish, Laramie County events department assistant director, presented an addendum to the Events Center website agreement with Sapphire LLC. Parrish said the agreement covers two new websites — one for the events department/event center and one for the Laramie County Fair — and will bring the site up to industry standards. The agreement's payment terms recorded in the agenda are $10,000 in two payments, a one-time $3,500 design fee, and a $500 monthly hosting and licensing fee. The motion to approve passed on a 5–0 roll call vote.

Archer Sewer Connection: Ben Hornock, owners' representative with TC Solutions, described Contract Modification No. 5 to Martin & Martin (contract 230516-23) to pay for rework and additional design services, including soils analysis, survey work and coordination so the Board of Public Utilities can connect additional sites and assume ownership and maintenance of the lift station once constructed. Hornock said transferring maintenance to BOPU should save the county future costs. A commissioner noted change orders are generally unwelcome but supported this item; the contract modification passed on a unanimous roll call.

Land-use approvals: Planning staff presented two public hearings. Justin Arnold of Laramie County Planning and Development explained a modest plat to replat Tracts 21 and 22 of Bell Pasture Subdivision (addresses given as 1501 and 1603 Wineglass Road) so each lot would have access to property to the south owned by the state; staff recommended approval with two conditions (all agency comments addressed prior to recordation and the vacation effective upon recordation). Applicant agent Jake Wilson said the staff report was acceptable. The board approved the vacation and modest plat with the staff conditions on a 5–0 roll call.

Arnold also presented the Swan Ranch Rail Park nineteenth filing (Lot 2, Block 1 at 6355 Clear Creek Parkway), a small subdivision creating two tracts from a 5.24-acre parcel in a planned unit development; Tract 1 contains an existing building and Tract 2 is proposed for Bannister Homes. Staff recommended approval with one condition; no public comments were received and the board approved the subdivision permit and plat on a unanimous roll call.
