Laramie County commissioners approve voter-registration proclamation, expand treatment-court grant, OK two plats and rescind WYDOT amendment

The Laramie County Board of Commissioners on Sept. 2 approved a slate of routine and policy-related items, including a proclamation for voter-registration outreach, a state grant amendment for the county's treatment courts, approval of two administrative plats and a rescission of the county's prior signatory approval on a Wyoming Department of Transportation cooperative amendment.
Elections Manager Michaela Ports told commissioners her office will partner with the Laramie County Library for a Sept. 16 event and highlighted the need for outreach: "fewer than 44,000 Laramie County residents, just 54% of our total voting population are registered to vote," she said. The board adopted a resolution proclaiming Sept. 16, 2025, as Laramie County Voter Registration Day and encouraged registration and education activities.
County grants administrator Sandra Bay briefed the commissioners on Amendment No. 1 to contract 240917-12 with the Wyoming Department of Health, which the board approved. Bay said the amendment "extends the term an additional year and adds an additional $197,700 to the program" to support medicated-assisted treatment and other evidence-based services delivered through the Laramie County treatment court.
On land-use matters, planning staff recommended — and the board approved — two administrative plats after public notice and no written opposition: the Lodgepole Estates third filing (combining Tracts 5, 6 and 7 into an 8.09-acre residential tract at 2245 Rainbow Ridge) and the BT 2 Subdivision second filing (a replat to accommodate a BT Campground on approximately 4.7 acres). Justin Arnold, county planning, summarized staff's findings of conformance with the county land-use regulations for both applications.
Molly Cook of Laramie County Public Works told the board a cooperative agreement amendment with WYDOT approved at the Aug. 19 meeting had not yet been signed by WYDOT and that further coordination with WYDOT and the City of Cheyenne was underway. The board voted to rescind the county's prior approval/signature so the county can present the agreement concurrently with a memorandum of understanding clarifying reimbursements.
The board also considered and approved the warrant list for August 2025 totaling $3,637,538.38 and moved to reappoint Mark T. Voss as Laramie County Attorney effective Sept. 1, 2025; Voss addressed the board before the vote.

What's next The county clerk's office and county staff will proceed with the voter-registration outreach event planning; the treatment-court grant amendment takes effect under the amendment terms; county staff will coordinate with WYDOT and the City of Cheyenne and return the cooperative agreements and MOU to the board for concurrent signature.
