Laramie County attorneys informed the commission that the retail liquor license associated with the Outlaw Saloon is subject to suspension because the licensed entity is no longer in control of the premises and has not been paying taxes. County counsel cited procedures under Title 12 of the Wyoming statutes that permit suspension in such circumstances.
Mark Lawson (Laramie County Attorney's Office) explained that a foreclosure action has effectively put the Outlaw Saloon out of business and that the corporation holding the license is administratively suspended, meaning there is currently no dispensing area in which liquor can be served. Counsel said the state liquor commission had indicated tax nonpayment and suspension of liquor sales to the business.
Commissioners moved and approved a resolution to suspend the retail liquor license for the entity that held the license for the Outlaw Saloon. The attorney noted the license may remain in limbo until its expiration (noted in the record as occurring in May) but that it cannot be used during the suspension period.
Next steps: The suspension will remain in effect per commission action until further legal or administrative developments. The county will coordinate any required notices with the state liquor commission.
