Board approves Measure B bond actions and authorizes school facility work including John Muir TK project

The Antioch Unified School District board on Aug. 21 approved several measures to move forward planned capital work and bond financing.
Trustee Weidman and staff discussed an HKT Architects proposal to provide design and construction documents for a new transitional-kindergarten (TK) building at John Muir, with an architecture fee of roughly $922,300 and a preliminary construction estimate of about $8–8.75 million for the building and site work (including roughly $750,000 for a play yard). District staff said the larger construction figure is an early estimate that will be refined during design and State Architect review.
Jeff Evans of HKT described the firm's scope — structural, mechanical, electrical, plumbing, landscape and acoustic engineering, plus design of required photovoltaic and battery systems — and outlined the typical sequence (design, Division of the State Architect review, bidding and construction administration). Trustees asked how families, teachers and site administrators will be engaged; staff and HKT said the schematic-design phase includes multiple community and site-focused meetings and recommended working with site administrators and curriculum staff to form design teams.
Separately, the board approved several resolutions related to capital work and financing: a resolution approving proprietary specifications for Bell & Gossett pump units to replace cooling-tower equipment at Deer Valley High School; a resolution authorizing issuance and sale of general obligation bonds for Measure B (2024 series A); and a resolution authorizing refunding of outstanding general obligation bonds if market conditions allow. Bond counsel explained that refinancing could produce interest-rate savings for taxpayers if terms are favorable.
Board members also approved reinstating a classified facilities project manager position to support bond implementation; staff said the position would be funded from bond proceeds and processed through classified-hiring systems. The motion to approve the consent calendar — which included several capital and contract items — passed by voice vote.
The board approved a consolidated slate of second-reading resolutions (items A through U) in one vote later in the meeting. No contractor awards or final construction contracts were approved on Aug. 21; staff said design and DSA approval remain steps before bids are solicited.
