Laramie County commissioners ratify sales‑tax ballot language, approve permits and subdivision plats

The Laramie County Board of Commissioners ratified ballot language for a proposed 1% specific‑purpose sales tax to appear on the Aug. 18, 2026 ballot and approved a slate of routine and project actions at its April 7 meeting.
The board approved minutes from March 17 and adopted the consent agenda covering routine county business. Commissioners then approved warrants totaling $3,229,060.63; one commissioner recused from that vote for a conflict of interest. The board also appointed Colin Prestastator to complete an unexpired term on the county Senior Services Board.
Why it matters: The ratified ballot language sets the county on a path to ask voters to fund a package that county leaders say is primarily infrastructure and public‑safety projects. Commissioners described the work of prioritizing roughly $75 million in county projects against about $150 million in requests from local entities.
"This ballot, we tried to take into consideration... It is over 80% infrastructure and public safety," the Chair said, noting the county sales tax is currently 5 percent. The board voted to ratify the ballot language by roll call.
The board also approved a seasonal fireworks retail permit for Seasonal Sales Inc. d/b/a Jurassic Fireworks at 201 I‑25 Service Road, Building A, after Laramie County Fire Warden Matt Butler told commissioners that all inspections were complete and signatures obtained. The permit carries additional conditions the board read into the record, including a clause that would permit revocation of permits if the conditions are violated and a site‑specific restriction barring a named individual from being present within 300 yards of the retail location during the permit period.
Two small‑subdivision items were approved. Planning staff recommended, and the board adopted, findings of fact to vacate Tracks 2 and 3 of Northview Subdivision (fourth filing) and approve the Northview replat for three residential tracts on roughly 17.12 acres at 1766 Road 124. The board likewise approved the replat of Tract 2 of Barnes Subdivision (second filing) at 5404 North College Drive, dividing an 11.54‑acre parcel into two tracts; future development of one tract as an RV storage facility would require conditional use and site‑plan approvals.
Other actions: The board adopted proclamations recognizing National Public Safety Telecommunicators Week (April 12–18), April as the Month of the Military Child, and April as Fair Housing Month in Laramie County. Commissioners also directed staff to continue collecting public comment on several grant opportunities — including a U.S. Department of Justice 2025 Justice Assistance Grant with a county cap not to exceed $64,810 and an opioid settlement grant cycle with $1,433,194.40 available — ahead of scheduled action at the April 21 meeting.
