Laramie County ratifies MOU name change to Enbridge Solar Cowboy 1 LLC; county says funding not yet received

The Laramie County Board of Commissioners on Jan. 20 approved an amendment to a memorandum of understanding and cost‑sharing agreement that substitutes the developer’s new legal name, Enbridge Solar Cowboy 1, LLC, for the entity previously named in the contract.
Mark Voss of the Laramie County Attorney’s Office told commissioners the amendment makes no substantive change to the memorandum of understanding; it only updates the company name. "We just substitute 1 name for another," Voss said.
Commissioner Heath asked about the status of funding that the developer is to provide for Chalkplus Road repair and reconditioning. Molly Cook of Laramie County Public Works said the county has not yet received the funds and that her design team is preparing bid documents that will be issued "within a couple days after we get the funding."
Chair recognized that having the correct legal name on the agreement was one hurdle to receiving funds and said the amendment should help facilitate funds arriving so the county can proceed with improvements.
The board voted on the motion to ratify the amendment; the motion passed on roll call with unanimous ayes.
Next steps: the county will await transfer of funds from the developer and proceed with issuance of bid documents and procurement once funding is confirmed.
