County approves grants and routine contracts, appoints planning commissioner and retains contract counsel

The Laramie County Board of Commissioners on Oct. 21 approved a series of routine but substantive items including grant applications, professional services contracts, fleet purchases and a board appointment.
The board authorized submission of a $165,407 grant application to the National Rifle Association to upgrade 14 indoor shooting stalls and to purchase a gun safe at the Shooting Sports Complex. Sandra Bay presented the request and noted the grant was prepared by county grants staff.
The commissioners approved a contract with Bintel Inc. not to exceed $90,005 to update and expand the county’s Community Wildfire Protection Plan (CWPP) through July 31, 2026. Matt Butler, the county fire warden, told the board the RFP process produced four responses and Bintel was selected as the lowest responsive, responsible bidder.
Janine West, director of emergency management, presented a three-year agreement with Absolute Solutions Inc. (not to exceed $41,875) for maintenance and installation of outdoor warning sirens; funding will come from a special-purpose tax project. The board also approved a purchase of two 4x4 pickup trucks (not to exceed $88,518) from Fremont Motor Company following a single bid.
Other actions included approval of a second addendum to a rooftop communications lease with Union Telephone Company (2020 Cary Avenue) and a memorandum of understanding with Cheyenne Housing Authority for HUD use of land tied to the Senior Activity Center. Commissioner Heath nominated Brian Casey to complete a planning-commission term vacated by Natasha Gasper (term through June 30, 2028); the appointment passed by roll call.
Finally, the board approved a legal-services contract to retain an outside attorney at $160 per hour and accepted the county attorney’s requested language change to preserve supervision and attorney–client privilege. All recorded votes for the listed items were unanimous as read by roll call.
Next steps and context: Project leads were identified for procurement and implementation; the CWPP update will proceed under the county’s wildfire planning schedule and the siren contract will be administered by Emergency Management. The legal-services contract will be executed with the county attorney’s recommended modification to preserve privilege.
