At the start of the meeting the commission approved the minutes for its 06/26/2025 meeting.
On a staff‑led presentation and motion, the commission recommended to the Board of County Commissioners an amendment to the 2024 International Residential Code section R303.5.10 to exempt detached, non‑habitable residential accessory structures from the spray‑foam thermal‑barrier requirement after local tests conducted by the county building official and the Laramie County Fire Authority. Staff said the tests suggested the exempted configuration performed no worse than alternatives for uninhabited structures; no members of the public spoke on that item.
The commission recommended approval of two subdivision permits and plats to the Board of County Commissioners:
• CJH Ranches subdivision permit and plat — to divide a 48‑acre parcel into nine residential tracts averaging ~5.33 acres; staff recommended approval contingent upon a non‑adverse Chapter 23 DEQ study prior to plat recordation. A nearby resident raised groundwater concerns during public comment. The commission voted to recommend approval with findings adopted from the staff report.
• Bailey Estates subdivision permit and plat — a revised application to create seven residential lots averaging ~5.57 acres; staff recommended approval with the condition that a non‑adverse Chapter 23 DEQ study be received and on file prior to recordation. The motion passed.
The commission also recommended approval of a zone change from Medium‑Density Residential (MR) to Mixed‑Use (MU) for Lots 1 and 2 of the York Subdivision (second filing), contingent on the approval of the concurrently proposed administrative plat, as described in the staff report.
Finally, the commission recommended approval of a PUD zone change for the Tallgrass/Crusoe Sweetgrass Industrial Park (see separate article). The commission postponed a recommendation on the Laramie Range Wind Project after extensive public comment and a motion to delay until the Industrial Siting Division reviews the project and outstanding questions are addressed.
These items will be forwarded as recommendations to the Laramie County Board of County Commissioners for decision or further hearings.
