The Laramie County Board approved an agreement for the county to pay up to $253,571.40 as its share of a minimum revenue guarantee (MRG) to support scheduled flights between Cheyenne and Denver operated by SkyWest/United Express.
Wendy Volk, president of the volunteer Cheyenne Regional Air Focus Team (CRAFT), told commissioners the airport and volunteers helped restore scheduled service, noting a strong load factor (close to 88%) and that last year had more than 56,000 passengers from Cheyenne. Volk said the MRG acts as a bridge when flights operate below full capacity and that the total MRG for the contract year is about $1.2 million, with the state covering roughly 60% and local partners covering the rest.
Commissioners asked about historical usage of funds and automatic termination triggers; Volk said the MRG is exhausted or the agreement terminates by 06/30/2026, whichever comes first. The board approved the contract and recorded unanimous aye votes.
Ending: Staff will execute the agreement and coordinate payment to CRAFT; the county share is budgeted for FY26.
