Laramie County adopts updated Cheyenne‑Laramie County emergency operations plan

The Laramie County Board of County Commissioners voted to adopt the updated Cheyenne‑Laramie County Emergency Operations Plan after a short presentation by Shanine West, Cheyenne‑Laramie County Emergency Management Director.
West told commissioners that the plan is updated at least every two years and includes a base plan for elected officials and senior staff, emergency support functions, incident‑specific annexes (earthquake, wildfire, hazardous materials, evacuation and snow response), and supporting annexes such as rapid assessment, public affairs, financial management, and volunteer/donation management. She said training for partner agencies and senior officials will be scheduled in the coming weeks.
Commissioners thanked West and her small staff for maintaining the plan and keeping the county compliant with federal guidance; one commissioner noted the federal government’s frequent changes to required formats. A motion to adopt the resolution was made and seconded; roll call recorded ayes from all members present and the resolution was approved.
West said the plan includes trigger points for state and federal assets (FEMA and Department of Homeland Security) and identifies responsibilities for continuity of government, public communications, and emergency operations center activation.
