Laramie County adopts updated Cheyenne‑Laramie County Emergency Operations Plan

The Laramie County Board of County Commissioners voted to adopt the updated Cheyenne‑Laramie County Emergency Operations Plan on March 3, 2026, after a short presentation from Shanine West, the county’s emergency management director.

West told the board the plan, which the county updates every two years, lays out a base plan, incident‑specific annexes, emergency support functions and supporting annexes that coordinate local, state and federal response during major incidents. "This plan covers all jurisdictions within Laramie County, including the town of Auburn, Burns, Cheyenne, and the town of Pine Bluffs," West said, and added the plan identifies trigger points for requesting state and federal assets.

The plan also includes provisions for continuity of government operations, public communications during incidents, and lists related plans — such as the health department mass‑fatality plan and regional hazard mitigation plans — that support local response. West said the office will offer training for senior officials and partners in the coming weeks.

Commissioners thanked West and her staff for the work of updating the plan. Commissioner Hollingshead said the county’s small emergency management staff produces a large body of coordinated plans. The board adopted the resolution by roll call.

The resolution directs staff to continue partner training and to maintain the plan’s annexes and supporting documents; it did not specify additional funding or new operational changes. West told the board further agency training dates will be scheduled and announced to county officials and partner organizations.
