Oscoda County approves multiple staffing moves, wage updates and accepts POAM letter of understanding

The Oscoda County Board of Commissioners on Jan. 14 approved a set of personnel and compensation actions and recorded the outcome of a closed-session labor negotiation.
The board acknowledged hiring Thomas Pratt as Trial Court Administrator effective Jan. 1, 2025, with a starting salary of $56,000 and amended the budget accordingly. It converted Ryan Daly from a contingent EMT to a full-time union EMT with a starting wage of $17.30 per hour, and acknowledged the resignation of Airport Manager David Kauffman effective Jan. 2, 2025 while promoting Brian Smutek to the part-time Airport Manager position at $16.28 per hour starting Jan. 12, 2025.
The board authorized hiring Lilly Klatt as a part-time Administrative Assistant for Veterans Affairs (up to 28 hours per week) at $16.00 per hour, not eligible for county benefits. It also acknowledged the resignation of William Clark from a Special Deputy position and terminated the Electrical Inspector contract with William Uhouse effective Jan. 10, 2025; the board authorized soliciting a new contract and allowed the Building Inspector and County Administrator to arrange a temporary inspector contract during the interim.
On financial matters, the board adopted a non-union full-time hourly wage scale and authorized payroll to implement wage increases for all full-time non-union, salaried, elected officials and EMS employees effective the first full pay period of 2025 (beginning Jan. 12, 2025).
The board went into a closed session at 11:59 a.m. to discuss collective bargaining strategy. After returning, the board accepted a Letter of Understanding between the County of Oscoda and the Police Officers Association of Michigan (POAM), effective Jan. 14, 2025, as agreed by the parties. The acceptance was recorded by roll-call vote.
