Quorum Court amends 2025 budget, adopts Ordinance 2025-16

On Sept. 11, 2025, the Cleburne County Quorum Court voted to adopt Ordinance 2025-16, an amendment to the county's 2025 budget originally adopted under Ordinance 2024-42. JP Evans introduced the ordinance, which officials said corrects departmental line-item errors and completes a $10,000 transfer that had been omitted from Ordinance 2025-10.
The ordinance text was read into the record by JP Evans: "BE IT ENACTED BY THE QUORUM COURT OF CLEBURNE COUNTY, ARKANSAS, AN ORDINANCE TO BE ENTITLED: AN APPROPRIATION ORDINANCE AMENDING ORDINANCE NO. 2024-42 WHICH ADOPTED THE BUDGET FOR CALENDAR YEAR 2025 AND/OR OTHER PURPOSES TO AMEND CERTAIN DEPARTMENTS BUDGETS." JP Henegar successfully moved to strike the first "Whereas," which described the $10,000 transfer language; that procedural motion carried on a voice vote. Several proposed edits offered by JP Fletcher were later withdrawn.
The court took a roll-call vote. Ayes were recorded from JPs Baugh, Beavers, Evans, Fletcher, Foust, Henegar, Martin, McClung, Moorehead and Tamburo. JP Malone was absent. The tally was 10 yes, 0 no, 1 absent; the ordinance passed and was adopted as Ordinance 2025-16.
Court members characterized the amendment as corrective rather than substantive policy change; the record shows the changes include the previously omitted $10,000 transfer from the County Clerk's Cost Fund to County General and other line-item adjustments in the County Clerk and Elections budgets. The court did not make further substantive changes to county spending levels for 2025 during the meeting.
The court will include Ordinance 2025-16 in the official county records; the quorum court's next regular meeting is scheduled for Oct. 9, 2025.
