Cleburne County Quorum Court adopts procedural rules, approves budget amendments

The Cleburne County Quorum Court on Jan. 8 adopted an ordinance setting the time, date and procedural rules for its regular monthly meetings and approved a combined budget amendment for a fire department grant and courthouse maintenance.
Justice of the Peace Malone introduced the procedural measure as "AN ORDINANCE ESTABLISHING THE TIME, DATE, AND PROCEDURAL RULES OF THE REGULAR MONTHLY MEETING OF THE CLEBURNE COUNTY QUORUM COURT." After JP Henegar moved to amend Section 4 to change the agenda order format to numbers to match the printed agenda, the court adopted the ordinance as amended by roll-call vote. The vote was recorded as unanimous: Baugh, Beavers, Evans, Fletcher, Foust, Henegar, Malone, Martin, McClung, Moorehead and Tamburo voted aye; no nays were recorded. The ordinance was filed as Ordinance 2026-01.
JP Evans, speaking for the Budget Committee, said the county's accounts were "in good standing and an ordinance would be following." The court combined two separate budget amendment items for consideration and then approved the combined appropriation ordinance introduced by JP Evans to amend prior budget ordinances for the 2025 and 2026 budgets to reflect a Prim Fire Department grant and courthouse maintenance needs. That ordinance passed by unanimous roll-call vote and was adopted as Ordinance 2026-02.
Committee reports also noted routine business. JP Foust reported the Emergency Services Oversight Committee did not meet and scheduled its next meeting for Jan. 13. JP Evans reported the Jail Committee approved jail plans and expected to sign the plans on Monday; the committee's next meeting was moved to Jan. 20 at 8:00 a.m.
County Judge Eric Crosby reported two county property disposal orders, Nos. 2025-032 and 2026-002. During the public-comment portion Jay Strain asked about a fair board ordinance; court members said the ordinance was expected to be presented next month.
The court accepted the treasurer's report and approved the minutes of the Dec. 11, 2025 meeting by voice votes earlier in the session. JP Evans moved to adjourn; JP Martin seconded and the court adjourned at 6:26 p.m. The clerk attested the minutes: Sherry Logan, Cleburne County Clerk (by Kim Wallace).
