Council approves beer garden permit at Misty’s; tables scooter ordinance and weighs sidewalk reimbursements and outdoor dining

The Kewanee City Council approved Bill 25-69, granting a special-use permit to Tracy Glasgo for an outdoor beer garden and dining area at Misty’s Bar, 605 N. East St. Director of Community Development Keith Edwards told the council Glasgo does not plan to host outdoor music or entertainment and that existing noise ordinances would apply. Councilmember Komnick moved to approve; Councilmember Colomer seconded and the motion passed 4-0.
Separately, the council tabled Bill 25-73, an ordinance to amend rules for low-speed electric scooters and related sidewalks/bicycle provisions, to give staff more time to draft clearer language after Chief Kijanowski identified redundancies and contradictions in the current code. Motion to table was made by Councilmember Colomer, seconded by Komnick, and passed 4-0.
Director Edwards also outlined options to increase the city’s sidewalk reimbursement program, noting the current reimbursement barely covers cement and that eligibility requires three inspections and that the work be for repair or replacement. The council asked staff to research how other communities permit outdoor dining while preserving pedestrian clearance and to report back with proposals.
The council additionally approved routine bills and a Motor Fuel Tax resolution to permit maintenance work on streets this fall.
