Beardstown council approves $555,801 payment for sewer project, tentative FOP agreement

The Beardstown City Council on Feb. 4, 2025 approved a change order and a large payment tied to the USDA Sanitary Sewer Replacement Project, moved forward several Motor Fuel Tax program items and accepted a tentative labor agreement with the Fraternal Order of Police.
The council approved Change Order No. 2 for the USDA Sanitary Sewer Replacement Project, authorizing a $61,908.00 increase to the contract. Dawn Seward moved the motion, which Eric Harbin seconded; the motion passed by an 8-0 roll call vote (yeas: Chris Baer, Lisa Buhlig, Ron Culves, Mary Davis, Eric Harbin, Keith Schramm, Dawn Seward and Shawn Taylor).
The council then approved Payment Resolution No. 8, authorizing payment of $555,801.08 to Hood Construction Group Midwest LLC for the USDA Sanitary Sewer Replacement Project. Eric Harbin moved the payment resolution, and Keith Schramm seconded; the motion passed 8-0 by roll call (yeas: Baer, Buhlig, Culves, Davis, Harbin, Schramm, Seward and Taylor).
Council members approved Municipal Estimate of Costs for the 2025 Motor Fuel Tax program in the amount of $11,720 and authorized an agreement for engineering services for the 2025 MFT program. The council also adopted a resolution titled 'Resolution for Maintenance of Streets and Highways by Municipality under the Illinois Highway Code' in the amount of $12,000. Chris Baer moved the MFT estimate motion and Mary Davis moved the engineering agreement; Eric Harbin seconded other MFT-related motions. Each of these motions passed by roll call vote, 8-0.
On finance, the council accepted a proposal from accounting firm SIKICH to conduct audits for fiscal years ending 2025 through 2027. The motion was made by Chris Baer, seconded by Eric Harbin, and passed 8-0 by roll call.
On labor, the council approved a tentative agreement between the City of Beardstown and the Fraternal Order of Police representing the city's police officers. The motion to approve the tentative agreement was made by Eric Harbin and seconded by Shawn Taylor; it passed 8-0 by roll call.

The Police Chief’s January report recorded 508 calls answered (5,907 year-to-date) and other incident counts; the Fire Chief’s report recorded 37 incidents in December 2024 and 199 year-to-date in the May–April reporting period.
